Not be able to sell Virginia Lottery Tickets or suspend that service for a length of time.

On Tuesday, October 14, 2025 I visited 7-11, at 4475 S. Laburnum Avenue, Henrico, VA 23231 to purchase Pick 3 Lottery tickets and I did make that purchase successfully. But I had a Winning Lottery ticket in the amount of $40 that I wanted to collect for but store clerk Ali told me that he did not have any money to pay-out for the Winning ticket. So my response to him was you can collect money for the Virginia Lottery which you just did from me, but you can't pay-out money. Ali response to me was yes I can. Then my response to him was you will never have to worry about me spending money in this store anymore. First of all Ali never took the ticket from me to check the Winning amount, so he never know how much was the pay-out, the next thing is that is denial of services as far as I am concerned (raciest), and the next thing is I thought that the Virginia Lottery give retail stores enough pay-out money to consumers for Winnings up to $600. After leaving the store I witness Ali pay-out money to another customer for Virginia Lottery. These are unfair customer transactions I also feel that the Virginia Lottery Board should be made aware that this store is doing to certain customers. I feel that type of action is only happening to females because the customer that I witness Ali paying for Lottery Winnings was a black male.
