Complaint Resolution Index (CRI) Explained The Complaint Resolution Index (CRI) is an indicator on how responsive a company is in addressing and resolving customer complaints brought to their attention by BCA. Pursuant to the California Vehicle Code Section 22658 K, towing companies who refuse to accept a valid bank card as payment from the registered owner, or registered owners' agent are lible to the owner for 4 times the amount of the tow and storage charge (not to exceed $500). This same code section (22658 K.3) also states that towing companies may not remove a vehicle from private property without first obtaining written permission from the property owner, or agent of the owner. If removed without this authorization, the tow company is liable to the vehicle owner for 4 times the tow and storage charge.
