Secured credit cards require the payment of a processing fee which is non-refundable, along with the deposit of several hundred dollars in the issuing bank. The deposit is held by the bank as collateral to secure the payment of the monthly bills. In the case of unsecured credit cards, if you would not qualify for a credit card with your local bank, chances are a third party will not be able to help. On December 16, 1996 mail sent to the firm was returned by the Post Office marked, refused. The Bureau routinely cautions consumers to carefully evaluate any credit card offer which does not clearly list the terms and conditions of the card or requires an advance fee. Any third party advertising the availability of credit cards is required by law to register with the California Attorney General and post a $100,000 bond. Even if registered and bonded, it is unlawful to collect fees before services are performed. To verify registration information, consumers may contact the Attorney General's office by calling (916) 322-3360.
