California law stipulates that an individual must be at least 18 to receive a body piercing unless a guardian or parent is present and has given consent. California law also specifically prohibits anyone from performing a piercing on an underage individual. However this does not apply to those minors that have been emancipated or to piercings of the ears.~~The California Conference of Local Health Officers has established guidelines for using sterile tools and keeping them sanitized and piercing professionals must follow them. These guidelines are in place to protect consumers against exposure to contagious diseases. They stipulate that the facility in which the piercing occurs must be kept clean and sanitary at all times. Piercing professionals must properly dispose of materials used in the piercing process and effectively sanitize those items that are used repeatedly.~~
