Buses mostly late when need to be on time.

I want to know why mostly late when they need be on time. I see most of drivers talking other drivers and on they phones they know they late they still be sitting there. I would like CARTA buses start going into amtrak and greyhound station so people wont have walk so far get to. What buses is supposed be going to amtrak station when it start.
