Licensing

California law requires companies offering these plans to register with the California Attorney General. If the seller makes such representations, he/she must obtain a bond in an amount ranging from $50,000 to $300,000 or deposit the same amount of money into a trust account. To verify registration and bonding, contact the California Attorney General by calling toll free (800) 952-5225 or (916) 322-3360.

Comments and Analysis

This company is using a buyer incentive promotion to sell internet service provider (ISP) contracts. The promotional offer consists of a telemarketer call to consumers advising them they are eligible to receive a Dell Computer for $99 shipping cost if they agree to sign a 36 month contract with an ISP. Some complainants allege they pay the $99 charge for delivery of the computer; however, they receive nothing in return and are unable to contact the company. Other complainants allege the company fails to acknowledge refund requests, fails to disclose all information on terms and conditions of the offer, and fails to issue refunds. Many complainants opted to cancel ISP service contracts after reviewing the terms and conditions. Thus, the cancelation made them ineligible to receive the computer, and entitled them to a credit or refund for the shipping cost. Customers complain refunds are not issued.
