City Rental Resources (“CRR”) advertises in online classified ad listing services, such as backpages.com, a need based rental assistance program for $199. CRR claims they will get applicants funding for a new home regardless of credit of rental history. Interested parties are prompted to contact CRR by calling the phone number in the ad. The ads do not disclose any other contact information for the business, nor do they provide a company name or name of a representative to ask for.


Calls to the number reach a recording that reveals the company name and claims to provide assistance with your first and last month’s rent as well as the deposit, for a fee of $199. Callers are prompted to fill out an online application and if they meet the criteria a intake manager will email the applicant with information and a phone number to call. CRR claims their program is tied to the Department of Education.


The application requests your social security number and other sensitive information before details of the offer are revealed and before a contract is provided. Consumers allege once they apply and pay CRR they do not receive assistance, promised rentals are not provided, inability to reach the company, and difficulty obtaining refunds. Consumers are also concerned with what CRR does with their personal information. In response to allegations the company commonly refers to the signed contract and, in some cases, claim to issue refunds, although applicants deny receiving their money back.


The company appears to assist or apply for financial aid (“FAFSA”) on the applicants behalf and enroll them into an online college. The US Dept of Education cautions individuals against paying anyone a fee to prepare a FAFSA application for you. The application is free and can be completed through the Dept of Education website, or www.fafsa.gov.


Rental assistance information is available through the US Department of Housing and Urban Development. For local information select your state of choice from their list.

BCA cautions consumers against providing any personal and sensitive information to anyone that you have not thoroughly researched. Also, never pay or provide your financial information until you have all of the information regarding how the information will be used, terms and conditions of any agreement, and your rights.
