California law requires bill paying services, and pro-raters accepting money from clients to be disbursed to creditors on behalf of the debtor, to be licensed by the California Commissioner of Corporations and file a $25,000 bond.As of November 13, 2003, we could find no evidence of licensing or bonding as required. To verify licensing, contact the California Dept. of Corporations by writing to 1515 K Street, Suite 200 Sacramento, CA 95814-4052, by calling (916) 445-7205, (866) 275-2677 or 866 ASK CORP. Prorater licenses can be verified on-line, by accessing the DOC website at www.corp.ca.gov.

Our experience with similar offers has been that debt negotiation companies rely on lump sum settlements. Typically, these lump sums can only be accumulated by withholding normal monthly payments from creditors. Because it can take months and sometimes years to accumulate the money needed to fund such settlements, creditors will likely file suit and otherwise take every step to secure payment, including making derogatory marks on the customer's credit report. In addition, customers will incur additional charges in the form of interest, late payment charges, and possibly attorney fees and costs of a suit. For the foregoing reasons, we advise caution in dealing with debt settlement companies.
