BCA's Summary and Analysis:

Complainants allege false and deceptive sales practices, and inability to obtain refunds. Customers complain the company calls, implying they are part of a government agency, and advises they were selected by the government to receive a large cash grant, for a $248 processing fee. The company allegedly informs the "grant recipients," that the $248 charge is for taxes since the grant money is considered income. Some complainants allege the company refuses to refund unless the package containing the grant information is returned. Others report they receive nothing, and have nothing to return. In some cases, complainants allege money is debited from their accounts without authorization.

The company responded to some complaints by issuing full refunds. In a few cases, the company responds by advising that the customer had placed a stop on the payment through their bank, and no refund was due. Other responses indicate that the company uses independent soliciting companies which are hired to market their offer, and customers are told that a fee would apply for the program materials and the customer decided to change their mind they could call the toll free number to request a cancellation within three business days and avoid any charges. Additionally, if the customer was denied a government grant for any reason within the next eight months, the marketing company would refund the purchase price, minus a 15% processing fee with proof of at least three denial letters. These customers did not cancel within three days and failed to provide proof of at least three denial letters and are not entitled to a refund.

Comments and Analysis

We advise careful consideration if you are thinking about responding to ads for "free" grant money. Our experience with similar offers has been that companies placing government grant ads, have no affiliation with the government, but rather, are third parties attempting to capitalize on information that can be obtained for free from government agencies or websites. For example, The Department of Health and Human Services (DHHS), diseminates information upon request and via their website, on grants and loans entitled, " The Catalog of Federal Domestic Assistance. You can obtain the information for free by calling the DHHS local office, or visit their website at www.aspe.os.dhhs.gov. Government grants are not designed to provide a means for you to pay your bills or have extra spending money. Generally, obtaining a grant is a complicated process requiring documentation and research, and are primarily for education, research, and business purposes. Although foundations may exist whose requirements are based on personal preference, the vast majority requires applicants to meet very specific guidelines they have established to even qualify.
