Every time I buy Lottery there the books aren't active.

Every time I buy Lottery there the books aren't active and every time we try to go back they make up their own rules about the lottery. I never worked at a gas station. I know it's a little rules they decide when and where they want to sell them who they want to sell them too and I don't know why but never activating their books really. I think they should be reported to the Ohio Lottery Commission
