I want to make sure they stop stealing money from customers

I was at the grocery store and not till I was paying did I get told they have no change to give me I know it was only 50 cents but how does a company not have change to give to a customer or tell the customer if you don't have a credit card they will not get change. When I called to ask about it I was hung up on and told to call there corporate office.
