The organization represents 159 California law enforcement agencies whose common goal is to safeguard communities by promoting education and awareness of Safe Driving Practices. Tools used are short subject films, billboards, public service announcements, brochures, safety reminders, an annual publication called "The Siren", and school programs. M M O C's Motorcycle Training Center in Hollywood teaches novice and experienced riders a better understanding and appreciation for laws, hazards of the highway, and road courtesy. The organization is a self-supporting association. Donations are solicited for ads in the annual publication, the annual Ball, and an annual sales campaign.
