Even if licensed, it would be unlawful to collect fees before services were performed. Our experience with advance fee loan offers in general has proved loans are not made and refunds are impossible to obtain in spite of any promises to the contrary. If you have not been able to obtain a loan through local sources, there is no reason to believe you will obtain one by mail order. Keep in mind, if it sounds to good to be true, it probably is.
