I would like to state of California to determine if Covid procedures are in fact in place if they are not I believe they should be fined

This place of business is not following safe distancing procedures there are far too many people in the waiting room. There is no hand sanitizer and there is oh also no Covid procedures posted. I don't think it's against the law to not have compassion towards other people but I just came into the office told the receptionist that my Fiancé and I were experiencing miscarriage and I would have to reschedule. The response I was given was that was too bad and that I would have to pay a fee to reschedule. What kind of person says that? I would like to state of California to determine if Covid procedures are in fact in place if they are not I believe they should be fine and given the proper information to implement proper procedure. I also think that the receptionist should at least be written up for having such a little compassion towards paying customers
