Clean up their mess!!

They did work on an apartment building across the street from our home. They left a very large 3x5x2 foot heavy bag of gravel in our parking area. We are in our 70s. The bag is a bags tee from waste management. Waste management said property management is responsible for its proper disposal Thanks for any help you can render.
