Theft on a grand scale..basically organized crime is back.

Overbilling, no service with no explanation...charging for trash cans...stealing them back then charging again over and over..Billing to vacant buildings hoping someone will pay. Yelling at customers saying that overbilling is the new normal and it's a city contract...and if I don't pay I'm breaking the law..
