These people tell you they won't refund you after trying to bill you for a subscription you never even subscribed for Resolution Sought I want my money back and the subscription cancelled and the person who took my call fired

Apple refuse to let me access my purchases or download any free applications due to the fact I haven't update my payment information by putting a credit card or debit card on file due to apple repeatedly trying to take money from it. I prefer to utilize apple gift cards being I'm on a fixed income with two special needs children I am raising alone. Resolution Sought Reimburse me on all my purchase if I'm not allowed to access my previous purchases or download any free applications. Preferably I would wish apple to change it's policies on downloading free applications or accessing previous purchases.
