Company owner is not taking responsibility for mortar spraying off his trucks onto other vehicles.

One of the trucks from this company was driving on highway 395 and then connected to I-82 the truck was hauling concrete that was spraying from the vehicle onto other vehicles windshields. It covered my windshield with concrete when I was 7 car lengths back. I called the company just to let them know their truck was leaking and spraying traffic. The owner was rude said he didn't care it wasn't concrete but mortar and to call state patrol or whoever; it wasn't his problem. I explained it is because you cant drive a concrete truck that is spraying liquid onto a public roadway that is getting on other vehicles covered. This is a company who is unsafe! Fix the vehicles so it is not unsafe for people on the road.
