Crosswinds Apartments complaints

My mother rented an apartment from them. They had several units listed as available however when it came time to move, they only had one unit available but it wasn't ready by the initial scheduled move in date. So it was postponed for 2 additional days. Once she was finally able to start moving in, it was immediately apparent that this unit was uninhabitable. Firstly there is a major German roach infestation. Furthermore there were several structural issues with the unit such as but not limited to: None of the kitchen cabinet doors will stay shut, one of the kitchen cabinets is about to completely collapse, there are not any drawers in the refrigerator, one of the toilets does not flush, every single electrical outlet was covered in roach excrement, electrical outlets missing cover plates and so on. They knowing rent an infest and dilapidated unit to an elderly woman with health problems. Also none of their buildings, the leasing office are handicap accessible. She was told they would handle the issues however nothing was done so she went to get her money back. They told her to rent a hotel room for 2 nights until the apartment was ready however now they are refusing to return the money for the hotel, they refuse to return the administrative fees and they told her she has to wait up to thirty days to receive her rent and security deposit refund. This place needs to be investigated and they need to be accountable. Resolution Sought Refund all monies my mother spent to rent this unit and crosswinds to have a health inspector from the health department inspect their properties for the safety of all their other current residents.
