They refused to take my son with no referral by pediatrician, yet insurance policy is open access.

My son (15 years old) had an accident at the school of his right thumb on Wednesday, September 12 2018. I took him to the emergency room on Friday, September 14, he was referred to the orthopedist. On Monday at 4:30 pm I call the office of the Doctor Feldman to make an appointment, there I was asked for the information of my health insurance (member I'd and group number) the appointment was made for today 9/19/18 at 3:00 pm, due to an accident on the road I call the office to ask if it was okay for my son and my wife arrived 10 minutes later they told me there was no problem, they arrived at this office 3:09 pm(9 minutes late) The from desk lady said that the doctor had already left, I call back to the office and I spoke with the lady who told me that it was okay to arrive 10 minutes late and she told them that the doctor would return to the office and that they had to fill out some papers. At 4:05 pm, my wife calls me and she pass her cell phone to a from desk lady who tells me that if my son has no referral by the pediatrician do not attend him, I explain to the lady that he does not need a referral because the insurance policy is open access (any specialist without a referral) she told me they could not attend, I call the insurance and they I was effectively confirmed that my policy does not require a referral or authorization for specialists. I did a three-line conference, but no one from the office wanted to pick up the phone.
