Gary Segal Architect complaints

I hired him to add 2 stories, or put 2 apartments in basement, demo garage for additional parking Convert to condos (if possible. I paid him $500.00 retainer I paid $3000.00 cc. He called to tell me it wouldn't work because he tried to take $3200.00. I told him I only had $3000.00 so he redid the request and got paid. Preliminary description paid $8364.00. The next call was to bring the zoning attorney and Gary and I for a meeting. I asked him how much money he would want. No response when he arrived he presented me with a bill for $19,468.00. We said we would pay $1000.00 by 11/30/19. Balance paid by $12/25/19. We couldn't get the $18,468.00. I fell off a ladder at work 2/1/2019 and couldn't work until 3/21. I went back to work but wasn't able to work long enough to make the balance. My friend suggested that I pay Gary $2000.00. A month for 6 months and see what he says. I got no response. Then he sent me a letter 8/4/21 balance due $16,600.00. I talked to the zoning attorney and asked er to speak to him. She said he wanted $1000.00 sent to a different corporation to get started. I sent the$1000.00 check and he responded that he wanted $29,000.00 more. So far I have nothing to show from all the money I have paid him. I cannot see any reason to not move on. Recently he left me a voicemail looking for more money. I asked for help from you and never got a response. Resolution Sought Get refund for service not received.
