Office is closed whenever they want.

I am being overcharged for my water bill and they will do nothing about it or refund my money. They say I have to get a plumber and I have no leaks. They give us our bills 2 days and expect us to clear our bank checks. They are imposing fines. Writing up people with repairs I do not have the money to do. Their mobile home office is no in compliance with codes but we are fined if we do not get our work done. Speed bumps are broken with rebar to drive over. Office is closed whenever they want.
