He is behind the bar smoking and is extremely unclean.

Richard is a former bartender that frequently visits the establishment. He is behind the bar smoking and is extremely unclean. I have spoken to several bartenders and the president of the club and nothing is being done. Several customers are very unhappy and worried with all of the recent health concerns. Please help us. Also this person's certification has expired for bartender and should not be behind the bar. Thank you
