Take his license and shut him down permanently

Walked into this dealership and he said he couldn't take my car in trade and to do a voluntary repo then said I needed a cosigner I got one then he took it upon himself to put it in my cosigner name without even asking me. I hope you guys shut him down that was shady in so many ways . If I could sue him I would Take his license and shut him down permanently
