Kennedy Construction & Maintenance complaints

Tom Kennedy was hired to put an addition onto my home. He wrecked my yard, tore out concrete (that without an addition, I needed), and didn't construct anything. The $21K was to pay for the materials to begin. He refused to deliver materials I paid for, while pressuring for more money to proceed. He sent photos of lumber from a different job site as a fraudulent effort to claim he had them. Tom Kennedy knowingly sent over an HVAC guy to cut off my AC at the beginning of one of the hottest weeks of the summer, with no electrician to hook it back on. I found out he was working without a contractors permit. Despite repeated request for the necessary city permits, he did not apply for them. He is a scammer that never intended to complete the job. Excuses. lies, and deliberate deceit is his game. There needs to be a 0 star rating option on this site. I am out $21K, left with a wrecked yard and and will need to pay more money just to rectify the damage he did. Resolution Sought Refund $21,000.

On July 2, 2024 I signed a contract with Kennedy Construction & Maintenance LLC / Tom Kennedy, to take down an old deck and put on a new 12X16 Composite deck. He asked me for 75 down on a total bill of 16,050.00. I gave him 13,000.00. On July 29th the materials were delivered to my house. On July 30 his crew came and tore down the old deck and broke one of my basement windows, On August 3rd I received a letter from the City of Dubuque explaining they would put a lien on my house because there was not a building permit purchased. I contacted Tom Kennedy immediately he stated he would take care of it. The crew came to start the job dug the 3 holes for the posts. I called the city to see if a building permit was purchased. I talked to Mike Sievers (building inspector). He came over and shut him down until he purchased a permit. After the permit was issues Mike arrived to inspect the job and made a list of things that needed to be fixed. On August 16th they started the building of the deck. I told Tom I was not satisfied with the work and I would hire someone else to do the privacy fence. He then asked me for more money, I told him I would not give him anymore money until the job was finished. He has not been back to finish the job. The city is issuing him a municipal infraction for the violations that were not fixed. This person/ business should be shut down. I'm out the money and I have to hire someone else to finish the job. Resolution Sought Refund my money. His business needs to be shut down. There are too many complaints with this business. His workmanship is really bad and he doesn't fix his mistakes.

My contract reads pay in full once the job was finished. He already received $13,000.00 from me and the job didn't pass the city's inspections. The workmanship on the deck was not acceptable and I talked to him about fixing all of the the problems and he never came back. The crew also broke a window which was not fixed.
