Nobody came to take her to her appointment

My handicap special needs daughter who's wheelchair bound had an appointment today at 12:30pm to see a neurologist about her seizures and nobody came to take her to her appointment. I called and called & left several messages nobody picked up the phone. I called travelers Aid to let them know what's happening and why nobody came to pick my handicapped special needs daughter to her appointment, the lady said to me it's nothing she can do just keep calling them and when I did nobody still didn't answer the phone. This happened twice and I'm sick of it because my handicapped daughter can't get around no other way.
