Qute Wigs LLC is advertising wigs through social media. Through messaging on Instagram the owner agreed to deliver the product in person after receiving half of payment . After I sent funds through Zelle the owner stated she does not deliver and instead would ship. She later says she will drop off at my house but never showed up. She then offers a refund but keeps $90 due to a non refundable deposit. She never informed of deposit , nor does she direct me to where it says that on instagram oafe Resolution Sought I would like a refund. I would also like to know if this is a legitimate business and if not shut it down
