Why the hospital didn't perform a test like this, I'm frustrated and mad.

I was at ER of Sharp coronado hospital early November 2020 for persisting coughs for over a week, the Emergency room did all kinds of tests on me. The ER doctor told me keep taking over the counter cough medicine, which it didn't work or help, early December 2020 ordered TB tests and blood work, found out I'm TB positive..why the hospital didn't perform a test like this, I'm frustrated and mad.
