crack down on this scammer who poses as a utility assistance program for disabled people but tries to trick them into a contract they never asked for

I was almost coerced into a SMART ENERGY scam! They offered 100s off my utility bill claiming to be some kind of emergency assistance when I found out they were a scam from my mental health case manager. Thank goodness i have a case manager or I would have fallen for it! My case manager looked this up and said this company uses the 100s offer as a scam to lure people into their program and it automatically signs them up without their knowledge! Please shut them down!! I am disabled and don't want to be prayed upon by scammers who lie as utility assistance programs!
