I am a new tenant and my residence is in probate bc the owner is deceased. The water has been shut off for a long time, but they keep increasing the debt amount and told me their bilaws say that they keep the balance owed to the address, regardless of new ownership or tenancy and will not turn the water on till the balance is paid in full, even if presented with a death certificate and don't offer any low income assistance. Resolution Sought Let me open a new account, not hold me responsible for the deceased's balance, and turn on my water immediately!
