Poor customer service

I call to apply for program I have been trying to start my application process which I was recommended to do by a TXU staff member last year. Well I received an email stating that because I participated last year in the program I would be eligible this year and it would be a good idea to apply early. Well I have been trying to get through for the last almost 3 months I start calling first thing in the morning. As soon as they open there is already a message stating that they have reached full capacity for callers. Which I understand this can happen and I don't mind waiting my turn but for this to consistently happen and they make no effort to try and reach back out makes no sense to me. I have left messages and talked to representatives who could not assist me with the program but I have not had one follow up. I have not had one person be able to tell me why they cannot handle the call volume or answer/follow up on my call. I would like the company to address these issues, I understand being busy but this has been consistent for almost 3 months.
