Have a better policy on using coupons & not allow customers to open items before purchase

I was in Walmart 12/26/2019 and witnessed people opening gift set boxes to get coupons out & using them to get the item free. Walmart customers were standing around allowing it & managers were approving it as customers used the U -Scan option. Walmart do better
