Horrible unlicensed contractor in Winona, MN Contacted in May 2022, could do it in a month, called multiple times no response then a call out of the blue in August 2022 to finally do a job. Hired for job in Wisconsin, said he was licensed and bonded. He is not licensed for WI for any work and only registered in MN where he is only allowed one skill set masonry/concrete being registered but is doing excavation as well which is 2 skill sets per MN and is required to be licensed, he is not , both states are investigating him. Ty over charges, gives you a low ball quote then increases the cost. He doesn't listen, starts work before permits are pulled and posted. After first day I said cease all work due to family emergency, he continued the second day then wanting to charge me. To top it off that second day he trys to find me looking up my address and goes to my 85 year old mothers apartment harassing her, a restraining order was issued. Need I say more yet he wants his inflated costs paid being as an unlicensed contractor. Excavation work is not licensed to do in Wisconsin or Minnesota, permits not approved or posted before he began work, have all documented photos. dates, times, emails. Had fill delivered not approved to do so and then said he leveled the fill, still looks the same today, piles. I talked to other contractors in town commercial and residential the real truth comes out about his reputation and business practices. The local news media has been contacted too. Resolution Sought One being an unlicensed contractor he should not be doing work and never should have started work. He had fill delivered unauthorized, he can go pick it up. Second his initial documented estimate for work excavation was $1200, $600 for fill and $600 to push dirt. After telling him to cease all work he wants $3500. He is unlicensed and should not be paid period. He stands the risk of a $5000 fine, 1 year in prison or $10000 fine by the state. I am willing to pay $600 for excavation.
