First issue that I see is that they are stating a concern about grandchildren falling. We provide Insect Screens for our products. Our screens are not intended to keep children or other objects from falling out. I am not aware of anything in the building code that specifies that a product must be built with a full screen. Many manufacturers offer their products with both full and partial screen options. There is documentation in the North American Fenestration Standard (NAFS) that outlines the test procedure for testing without screens, with partial screens and with full screens.
