The Inventors Rights Act of 1999 provides new protection for inventors looking for a means to patent and promote their inventions. Under the new law, invention promotors must; disclose in writing the number of positive and negative evaluations of inventions they have given over a five year period; and, disclose their clients success rates in receiving net financial profits and licensing agreements as a direct result of using their services. Customers harmed by failures to make required disclosures or by false representations may be able to recover actual or statutory damages of up to $5000. The U S Patent and Trademark Office (PTO) will now accept complaints on invention promotion companies and provides a public inquiry forum which make public record the complaints and their responses. They can be contacted for inquiries and complaints at The Office of Independent Inventor Programs, U S PTO, Washington DC 20231.
