My problem is that is very loud in order for me and my kids to sleep

To whom it may concern: My problem is that is very loud in order for me and my kids to sleep I do work in the mornings Monday-Friday so when I put the kids to bed they have problems falling asleep. Also people outside the bar argue in front of my house and screech their tires constantly. I'm afraid for the safety for myself and my kids. I would like the company to have police present at all time just incase, also remind the citizen that there are consequences if they don't follow the rules maybe a ticket for disorderly conduct etc.
