Put locks on the baskets and pave the lot so baskets do not leave the property

I live across the street from Walmart on a Main Street, but a private HOA property. Baskets from Walmart are forever a problem. They show up on our bushes and lawns. We just paid $10,000 to fix the grass on several spots due to abuse by people and baskets. I have spoken to management in the past to see if they can put locks on the baskets, preventing the baskets from Leaving their property at the Pittsburg Walmart on Loveridge. The Antioch Store on Lone Tree has done this and it helps the neighborhood to stay cleaner and less mess and cost for residents to clean. I want something done! I want them to care about the neighborhood they serve and about the cost of places on others when I have to walk baskets back to their store and replace grass and cleanup mess with the baskets. Put locks on the baskets and pave the lot so baskets do not leave the property. It would save them money and our neighborhood could look better too.
