Woodbridge Public Auto Auction in Woodbridge VA is selling used cars without the title

Woodbridge Public Auto Auction in Woodbridge VA is selling used cars without the title. I asked to purchase a car and they told me that they did not have the title to the car. It would be mailed to me within 30 days after the temp tags have expired. I declined the offer to buy the car and do not intent to return to this company to purchase any other cars. They are leading customers away because they do not have the right to sell these cars to anyone without title.
