BCA's Summary and Analysis:

Complainants allege price gouging unnecessary repairs and false representation concerning the diagnosis or repair of water heaters or other plumbing problems. Several customers complain that company technicians advise that their original water heater installation are not up to code therefore no repairs can be performed unless the alleged code violations are also repaired. When customers refused to authorize the code violation repairs the company imposed a $69 service charge and left without performing repairs. Some complainants reported their water heaters were only very recently purchased or installed and the alleged code violations as described by the technicians were fabricated to raise the cost of the service call. Other customers claim the company gives low estimates over the phone and upon arrival the cost of the repair doubles leaving those with emergency plumbing situations little choice but to pay the inflated invoices or pay $69 for the company to do nothing.~~The company responds to most complaints by refusing refund or reimbursement requests and disputing the validity if the customers allegations. They contend that customer's are aware of the total price before the repairs are performed and have the option of finding another service.
