Complaint Resolution Index (CRI) Explained The Complaint Resolution Index (CRI) is an indicator on how responsive a company is in addressing and resolving customer complaints brought to their attention by BCA. Some complainants allege they sent the required $69 processing fees with the belief they would obtain a credit card, and received nothing in return. Other customers complain, instead of a card, they received a solicitation offer for a secured credit line. They are asked to send additional money to be deposited in an account, and used as the credit line. Most complainants request refunds. The company responds in some cases by explaining they offer the secured credit line with no deposit requirement. They claim the entire amount can be used by the customer on a debit basis with no monthly bill or interest added. Most complaints are unanswered.

Comments and Analysis

Any company advertising the availability of credit cards is required by law to register with the California Attorney General and post a $100,000 bond. Even if registered and bonded, it is unlawful to collect fees before services are performed. On March 14, 2002, this company and it's principals entered into a settlement agreement with the United States Postal Service as a result of a complaint filing charging the company with false representation concerning their VISA card offer. The complaint charged the company with falsely representing; the ability to expedite approval of VISA cards; imply affiliations with VISA when none exists; and falsely representing a VISA would be issued upon receipt of required fees. Without admission of wrongdoing, the company agreed to permanently discontinue all promotional activities and representations which were challenged in the complaint. The company also agreed, that any refund requests submitted on or before April 1, 2002 along with proof of payment would be refunded within 15 days. After April 1, 2002, the U.S.P.S. has no leverage to obtain refunds.
