BCA's Summary and Analysis:

Complainants generally allege that company representatives use false advertising, and deceptive sales practices to pressure them to purchase questionable, costly additional services. Customers complain the company uses bait and switch advertising to entice customers to call for services based on the advertised $149 price, but find that final costs are far in excess of the original advertised amount. Some complainants report that technicians advise customers that additional services are necessary due to safety and health concerns, such as asbestos, mold, or bacteria contaminations. In some cases, these consumers reportedly called other contractors for a second opinion, who confirmed their houses did not contain asbestos, and that no health or safety issues were imminent. Other customers complain that the company fails to perform all the advertised services that technicians arrive with a regular vacuum cleaner strapped to their backs, or fail to perform any services at all. A few customers complain that company representatives were hostile when they chose not to purchase additional services, or threatened to report them to city or county officials for failure to remove alleged health or safety risks.

The company responded to a few complaints by explaining their refund policies, stating they believe that since customers sign for the service, they are aware of the charges, they contend that no refund is due as the services were performed. The company generally did not address the issues of high pressure scare tactics, misrepresentation, false advertising, or bait and switch practices. In a few cases refunds or partial refunds were issued.

Comments and Analysis

The BBB advises consumers to check credentials carefully when selecting a duct cleaning service. Everyday throughout the United States, unethical duct cleaning contractors prey on unsuspecting homeowners by using bait and switch advertising. They advertise cheap prices-with no intention whatsoever of actually delivering on this offer. Instead, they use it just to get in the door, where they will resort to using scare tactics to pressure homeowners into agreeing to high priced services that in some cases are unnecessary. Some of the scare tactics used might include dire warnings of health or safety risks, or threats of exposure to city or county authorities for failure to remove toxins. In some cases, “technicians” may actually be commission based “salesmen” without the proper training or certifications to actually understand the cleaning process they are selling.

Other Considerations

The proper selection of an asbestos abatement contractor can take a lot of effort and time on the part of the consumer. However, the complex nature of asbestos treatment, and the dire effects that can occur if it is mishandled make the contractor selection process all the more important. The effort you put into a thorough screening and evaluation to choose the right contractor is probably the most important task you will undertake to make sure your asbestos abatement project is successful. For additional information, contact the Contractors State License Board and request a free copy of “What you Should Know Before You Hire a Contractor.” A current list of contractors certified pursuant to Section 7058.5 to engage in asbestos related work registered pursuant to Section 6501.5 of the Labor Code may be obtained by sending a self addressed mailing label to the Contractors State License Board, P.O. Box 26000, Sacramento, CA 95826.
