Poor customer service, workers on phone not paying attention to customers

Stop in The Basalt store multiple times a week, it's on the drive home from work. Almost every time the cashiers are not doing anything, just playing on their phone and not paying attention to customers. Today when I stopped, it was the usual both cashiers were on their phones, I picked out my purchases and waited in line. When it was finally my turn another customer jumped ahead of me and started speaking in Spanish to the cashier, I know very little Spanish, but basically the other customer was not purchasing anything they just wanted to talk. Not understanding Spanish I waited patiently thinking that a purchase would eventually be made, then it would be my turn. No purchase was made and the cashier finally noticed me still standing there, waved me up to the counter while she continued the conversation. She quickly rang up the items I picked out and did not say anything to me except the total of the purchase. I paid the total and left feeling like I didn't belong there. I tried to the store and make a complaint to the manager on duty, and the employees gave me a fake number with voicemail that had a full inbox. A little frustrated while writing this, hope that it makes sense, thanks for reading. Enforce no phone policy for employees, and have employees wear a name tape or uniform, and have a number to management posted in a place where customers can see if they have complaints.
