Complaint Resolution Index (CRI) Explained The Complaint Resolution Index (CRI) is an indicator on how responsive a company is in addressing and resolving customer complaints brought to their attention by BCA. If they are considering doing business with the company, consumers can use this indicator to forecast the likelihood of having their issues addressed if a problem arises. CRI measures the company's customer satisfaction abilities through BCA’s complaint mediation process.

A variety of factors are considered when calculating CRI. This includes how quickly a company responds to complaints, the number of complaints against a company, whether the company addressed complaint allegations, and the outcome of the complaints. CRI is just a subset of the overall rating for the company. Consumers are encouraged to take into consideration the company's CRI, their overall BCA letter rating and other relevant information about the company so they can make a well-informed purchasing decision.

This company has a pattern of serious complaints. Complaints allege misrepresentation failure to fulfill services and difficulty obtaining a refund. Complainants allege the company advertises properties for lease or rent. After responding to ads they are prompted to come to the company's office to set up appointments to view the property. Upon arrival prospective tenants are required to pay $400 for a deposit or to receive rental listings. Complainants allege company fails to provide suitable listings properties are unavailable and company is not authorized to list the properties. In some cases applicants are denied and informed they don't qualify for the property; however instead of providing refunds as represented initially the company tries to offer other real estate services and denies refunds~~

Licensing

California law requires anyone conducting a prepaid rental listing services to be licensed by the Bureau of Real Estate with a Prepaid Rental Listing Service (PRLS). A real estate broker’s license will also satisfy this requirement. Anyone licensed to conduct such business, unless licensed as a real estate broker, must also maintain a bond in the amount of $10,000 for each location. Comments and Analysis

Although the company's contract claims the business is a "credit reporting and consulting service" we believe they are cting as a Prepaid Rental Listing Service ("PRLS"). In California the supply of rental listings for a fee in advance or at the same time the lists are provided requires a PRLS license or a real estate brokers license.
~ Business Consumer Alliance urges caution due to a pattern of complaints that cause concern and our general experience with similiar businesses. Complaints against rental listing services allege that the properties advertised do not exist or that the listings are not current and the properties were already rented were never for rent or authorized by the owner to be listed or do not meet the criteria of the person seeking the rental. Other allegations are that the properties listed were taken from ads in other sources such as newspapers or Internet websites. Refunds even if provided for in the contract are extremely difficult to obtain.

California law requires companies offering rental listings to enter into a contract with you before accepting their fee from you and the contract is subject to certain requirements. First it must expire no longer than 90 days from the time you execute it. It must include besides specifically what you are seeking in a property a provision for refunding anything you paid over $50 to you if you obtain a rental elsewhere and a provision for refund if they do not provide you at least three available rentals meeting your specifications within five days after you paid your fee. It must also outline the small claims court remedy that is available to you.

Other Considerations

ALERT: On July 20 2015 Business Consumer Alliance (“BCA”) confirmed that Coast Property Management Group LLC (“Coast”) has no affiliation to Empire Coast Services/Empire Coast Company (“Empire”). Coast informed BCA that Empire falsely claims to be Coast Property Management but the only connection between the two entities is that Empire occupies Coast’s previous location at 2601 Del Rosa Avenue Suite 200 San Bernardino CA 92404.

~ Coast provides property management services on behalf of homeowners associations not rental listing services. Separate reports for Coast Property Management Group LLC and Empire Coast Services/Empire Coast Company are available.
