Complainants allege a variety of problems concerning deliveries, cancellations, refunds, and selling practices. Some customers complain they do not receive their information packages until after their cancellation period has expired. In other cases, the company fails to ship catalog merchandise purchased by cardholders, and fails to issue credits back to cardholders on the undelivered items. Other complainants allege unauthorized debits to bank accounts, or that the company imposed additional charges for services that were undisclosed at the time they agreed to the service. Some complainants allege the company fails to adequately disclose their terms and conditions of the offer before purchase. or complain that prices for catalog merchandise are not displayed in the catalog, and prices are considerably higher than other retailers.

The company responds to most complaints by advising complainants on the status of their deliveries, or requested refunds. In some cases the company agreed to refund customers past the 30 day refund period. The company generally disputes allegations of unauthorized debits to accounts, and reminds complainants that they verbally agreed to all of the terms and charges prior to accepting their offer. In some cases concerning cancellations, the company contends that the complainant did not cancel within the free examination period, and therefore is not entitled to any refunds.

Comments and Analysis

This company offers a merchant credit card with guaranteed approval. Cardholders should be aware that the credit line offered is not a general credit card and cannot be used with other retailers. Low Pay card holders receive access to a restricted high-limit credit line of up to $8,500, allowing them to finance up to 70% of the purchase price of LPC goods with 0% APR and low minimum monthly payment plans. This means that cardholders can only make purchases from the line of products offered on the LP website or through their catalog, and the 30% which cannot be financed must be made to the company as a downpayment. The company's policy on cancellations and refunds require that all cancellations must be implemented by telephone, and all refund requests require a special authorzation number issued by a company representative. Find out from the company what alternatives exist in the event you are unable to reach them by phone.

The Bureau advises caution when considering any credit card offer that requires you to pay a fee before you can learn all the details of the offer. As of our last review of the company's website, on December 31, 2007, we noted that the LPC website displays limited selections in some product catagories, and prices for the products are not displayed. Our experience with similar offers has been that products are made available at prices considerably higher than the average retail price. The BBB recommends that you examine the catalog before paying a fee.

The Federal Trade Commission's Mail Order Rule allows the seller 30 days to ship ordered products to the buyer unless otherwise specified at the time of purchase. If the seller cannot ship within the 30 day period, they are required to notify the buyer in writing of the delay, and give the option of waiting, or having their money returned within seven days. Credit card payments must be credited within one billing cycle.
