BCA's Summary and Analysis:
Complainants allege, family members, or themselves paid thousands of dollars to the company's principal to secure a job as a medical assistant, follow through with necessary INS paperwork, live, aquire training, and work in the U. S. Some, who requested refunds due to unfullfilled contracts, received only promises of future refund delivery dates. Others report waiting as long as 2 to 4 years with no evidence of service provided. The company responds to some complaints by offering explanations for delays. They contend that 911 caused substantial delays in processing their paperwork. One complaint is unresolved, meaning customers are not satisfied with the company's response. A few complaints are unanswered.

We believe this company's claims are deceptive and misleading. The company reportedly solicits young medical graduates from the Phillipines, promising that for an advance placement fee, they can process INS paperwork, secure a job, and have them working in the U S in just a few months. Fees associated with the offer range from $1000 to $4000. Our experience with similar offers, shows these types of companies generally will deny refunds and refer to their contract claiming they provide job marketing services and do not guarantee employment or interviews. Complaints generally derive from the verbal representations made prior to signing the contract. Be sure that any verbal promises of services or guarantees of any kind are written in the contract. California Law allows for cancellation of career management contracts within 72 hours of signing. Cancellation requests should be sent by certified mail in order to obtain proof of delivery. We believe this company is required to register and post a $10,000 bond with the California Secretary of State as an employment counseling service. You may verify bonding and registration by calling special filings at (916) 653-3984. In addition, because the company claims to process Visa paperwork for job seekers, check with the INS to determine if the company has complied with State or Federal registration requirements. Only the U S Government can issue a Visa.
We know of no other matter or practice relating to this company that may assist you in your consideration of this company.
