Complaint Resolution Index (CRI) Explained The Complaint Resolution Index (CRI) is an indicator on how responsive a company is in addressing and resolving customer complaints brought to their attention by BCA. If they are considering doing business with the company, consumers can use this indicator to forecast the likelihood of having their issues addressed if a problem arises. CRI measures the company's customer satisfaction abilities through BCA’s complaint mediation process.

BCA's Summary and Analysis:

Complainants allege misrepresentation of services provided, and difficulty obtaining refunds. Some customers complain they are advised to drive past a specific property, and if interested, call back to schedule an appointment, fill out applications, and leave a deposit. Many customers report they are told no one else would be allowed to view the property once their deposit was made. Clients found that upon returning to the properties, they had been rented to others who had not contracted with Reliable Rentals. Other clients allege houses or properties listed belong to other individuals or other property management companies, and have no direct or indirect relationship with the company. Several complain they are charged $40 for credit reports, but no inquiries had been made to the credit reporting agency by the company. Most customers also allege the company fails to keep their office open during regular business hours, fails to return phone calls, and fails to refund money paid for services not provided, or for deposits paid towards property rentals. The company responded to a few complaints by reminding customers of their refund policies. All other complaints are unanswered.

California law requires anyone conducting a prepaid rental listing services to be licensed by the Bureau of Real Estate with a Prepaid Rental Listing Service (PRLS). A real estate broker’s license will also satisfy this requirement. Anyone licensed to conduct such business, unless licensed as a real estate broker, must also maintain a bond in the amount of $10,000 for each location. On 9/26/2002 we verified that this company's phone number has been disconnected, and directory assistance operators report no new listing. Companies offering rental lists, either as Prepaid Rental Listing Services (PPRLS's), or, as credit reporting services providing free lists, must be licensed by the State Department of Real Estate and maintain a $10,000 bond for each of its locations. As of our last verification on 9/26/02, this company has not complied with State registration requirements. To verify licensing call, (916) 227-0931 or, visit their website at www.dre.ca.gov. According to California Law, contracts must include the prospective tenants' specifications for the rental property, a clause in bold type letter outlining the small claims court remedy available, and a right to refund in bold capital letters. A full refund shall be made, if the client is not provided at least three rental properties meeting the tenant's specifications within five days after execution of the contract, unless a rental is obtained utilizing the service. The request for return of fees must be made within ten days following the five-day period by delivery or certified mail and all fees over $50 shall be refunded to the tenant, if a rental is obtained other than through the company's services or the client does not obtain a rental. The client must make demand for a partial refund by supplying reasonable documentation within ten days after the contract expiration.
