Stop scam people

PLEASE BE AWARE OF THIS SCAM! I tried to purchase a used car around 11k only cash and they want me to sign a RETAIL INSTALLMENT FINANCE AGREEMENT 553-ca-arb-eps 3/23 AND FILL OUT A CREDIT APPLICATION FORM including mi S.S , I told the seller Juan D. Garcia "the payment is going to be ONLY CASH" and he said "I have 27 years working here and this is a requirement by the state of California no matter if is cash or loan so this is required to be sign before we proceed with purchase " he was financing the 11 k on one time payment no interest on top of the cash I was about to give him I called the manager and he stated the same as the seller they are all colluded in the same scam, thank God I took my stuff and I step out of that place. The right document to be sign for this type of transaction is the STANDARD PURCHASE AGREEMENT?? otherwise you will loose your cash and still owe to the dealer same amount. Other option is to filled a DMV report.
