BCA's Summary and Analysis:

This company mails an offer for what is described as a loadable Mastercard with a $10,000 limit. The recipient is required to pay a $54.00 fee for the card. The offer contains contradictory information in that it also states that the card can be used immediately, though no security has been sent. Company literature indicates that the offer is under the license of the First National Bank of Central Texas. We spoke with a representative of the bank who stated that they have no relationship with this company and that they no longer offer debit cards. Further, the company advises purchasers to call a Florida company to place funds on the card, but lists no telephone number. The literature also states that you can load your card via a website, www.carbalance.net, but that site appears to be non-functioning. All of the complaints allege that after the fee was paid, nothing was received. The company responded to a few complaints indicating that refunds had been sent. All other complaints were ignored.
