Violating noise ordinance

Despite the fact that Section 9.20.060 of the City Ordinance Special sound sources standards limiting sound from being able to be clearly heard (and very annoying) inside a surrounding residential dwelling after 10:00 PM this business continues to do so three nights a week with their karaoke event. They conduct this event right next to the opened front door and three large bar window openings. They have been requested to compromise but refuse to They could hold this event inside at the stag area but insist that the purpose is to attract passersby until closing - 1:00 am.
I am not the type of person that would make a complaint to the City's Code Enforcement Division but I am getting real close to being that person annoyed at midnight three days a week.
Move the event inside to their stage area and/or close the doors at 10:00. This would comply with the City Ordinance.
