Complainants allege the company collected money in advance to pay for equipment and installation of water softening systems, but failed to return to install systems. Recent complainants report that the company changed all phone numbers, or they were otherwise unable to reach the company. Some customers complain they gave the company as much as $1500, and now have no way to contact the company or it's owner Brian Garcia.The company responded to a few complaints by advising customers that he needed additional time due to a business cash flow problem relating to non-payment by existing customers.

We believe this company is operating as an unlicensed contractor. Individuals or companies who perform construction services which total $500 or more are required to obtain licensing and a bond with the Contractors State License Board. All citizens pay for the effect of unlicensed activity on insurance costs, taxes, credit losses and for damage done to the owners, employees, and suppliers of licensed competitors.Unlicensed contractors cannot pull permits. This means the plans for the work to be done are not inspected and may or may not meet the local building codes. Doing business with an unlicensed contractor exposes consumers to a variety of risks involving liability claims, state and federal taxes, liens by vendors of material or labor, violations of law and the possibility that the job will not be completed in accordance with the minimum standards for the profession. The unlicensed person or firm skirts such responsibilities as liability insurance, worker's compensation, unemployment compensation, social security and reporting withholding of taxes. Consumers should be aware, installation of any major home appliance such as air conditioners, water heaters, electrical heaters, etc. by an Unlicensed Contractor may void the warranty on that product.
